Do I absolutely require a database to drive dynamic content?

No, if you are dealing with simple data sets in a single table under a few hundred records, there are less expensive approaches. Most notable are CGI/Perl with a flat text-file used to store that data instead. This works so long you don't have multiple users updating the data in an unpredicatable manner.
